Based on information released by Israel, a minimum of 98 detainees from Palestine have lost their lives during detention beginning in October 2023. An advocacy organization based in Israel has indicated that the real number is almost certainly substantially greater, because of many of missing detainees in Gaza.

Study Results

A recent report recorded casualties resulting from physical violence, medical neglect, and inadequate nutrition. Investigators utilized freedom of information requests, medical examiner documents, and discussions with attorneys, human rights defenders, next of kin, and observers.

Latest Data

The military most recently revised data on custodial deaths for May 2024, and the prison service in September 2024. Analysts identified another 35 casualties in confinement after these periods and confirmed them with government bodies.

Despite the overall count of casualties charted being much greater than earlier projections, it probably fails to capture the complete extent of losses among Palestinians, per the head of the detainee affairs unit.

“Although we are offering documentation for a greater figure of deaths than once estimated, this is not a full picture,” he said. “We are certain that there are even now detainees who perished in confinement that we are unaware of.”

Civilian Deaths

Classified government records suggests that the largest portion of Palestinian prisoners from Gaza who lost their lives in detention were civilians, per a parallel examination.

In May of 2024, a military intelligence database tracking all militants in Gaza, a roster of more than 47,000 listed people, recorded merely 21 casualties in detention. By that point, 65 Palestinians from Gaza had perished in prison.

Detention Conditions

Brutality, mistreatment, and other abuse of detainees from Palestine has become routine across Israel’s prison network throughout two years of hostilities. Top government figures have openly admitted inadequate food and an underground jail holding detainees who are denied sunlight.

Current and former inmates and insiders from the Israeli military have collectively claimed widespread breaches of human rights protocols.

Systemic Abuse

The institutionalised cruelty came with a troubling surge in casualties registered across a minimum of 12 civilian and military facilities in Israel. During the previous decade before the hostilities, there were on average a couple deaths a year.

“This is not only a single occurrence here and there. It is systemic and it will continue,” a spokesperson stated, partly because there is a climate of near total impunity for fatalities and maltreatment of Palestinian individuals.

Just one case of attacking inmates has reached litigation, with the soldier handed a punishment to seven months. An attempt to try others over a severe beating including abuse led to public rallies and the apprehension of Israel’s chief legal officer, with the alleged perpetrators now demanding that allegations against them be dismissed.

Lack of Accountability

“In spite of this mass number of casualties, throughout the conflict not one individual has been arrested,” the spokesperson noted. “There have been no prosecutions over any killing.

“While these policies are being applied, all Palestinian detainees in confinement faces risk, including the those in good health, even the youth who have no medical issues.”

Notable Incidents

Some deaths in custody have been widely reported, such as a middle-aged hospital director who lost his life in prison after a third of a year in confinement.

An inmate detained alongside the victim reported that he was brought to the courtyard by prison staff immediately preceding his death, visibly injured and naked from the waist down. His remains has not been returned to Gaza.

Additional detainees who died in confinement by Israeli authorities remain anonymous. The prison service and military provided researchers with the number of casualties in custody, and basic other details such as the site where they perished, but without the inmates’ personal details.

Documentation Problems

Regarding 21 occurrences, primarily individuals from Gaza, analysts were unable to correlate the minimal data supplied by government bodies to a casualty recorded by human rights groups, by means of testimony from freed prisoners or accounts in the news outlets.

The inmates’ next of kin might not have learned about their loved ones’ deaths either, as Israel has made it difficult to monitor Palestinian individuals it is detaining. For seven months at the beginning of the conflict, the defense forces refused to supply fundamental details about the condition of thousands of persons confined in Gaza, practically implementing a policy of forced disappearance, as stated by the human rights group.
